Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are issued from multiple capitals. Immense energy is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to counter approaching guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Moments later, Kyiv's missile defense activated: several firings targeted at a incoming threat. This was a modern interception technology at work, probably supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into sober acceptance: perhaps the incoming missile won't cause damage this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through statements or actions, from assuming that the status quo will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its favour.
Present Conditions
Realistically, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their task will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
